WAN Failover

Q-Balancer's Link Monitoring mechanism constantly monitors all WAN links, and so bad link will be marked as inactive and removed temporarily, while traffic will be sent across healthy links instead. The link health check will continue to monitor and mark the link back active once the it is restored.
